The Secretariat supports the conduction of an annual survey that supports the development of the Global Competitiveness Index by the World Economic Forum. The Global Competitiveness Report 2009/2010 released by the World Economic Forum ranked Uganda in the 103rd position out of 133 countries. The Global Competitiveness Report aims at providing benchmarking tools for business leaders and policy makers to identify obstacles to improved competitiveness, stimulating discussion on strategies to overcome them. The annual rankings are calculated from both publicly available data and an Executive Opinion survey.
Similarly, CICS monitors Uganda’s Doing Business Rankings. Uganda was ranked 112th out of 183 countries according to the Ease of Doing Business indicator according to Doing Business Report 2010.Uganda’s position according to the 2009 report was 106 out of 182economies. The Doing Business Report published annually by the World Bank investigates the regulations that enhance business activity based on key indicators and those that constrain it .The indicators relating to 10 stages of a business’s life are : starting a business, dealing with licenses, employing workers ,registering property, getting credit, protecting investors, paying taxes, trading across borders ,enforcing contracts and closing a business. Uganda has performed relatively well according the paying taxes and employing workers indicator. This emphasizes the ease with which Ugandan labor is hired with non rigid/flexible labor regulations. The quality of the labor is still of concern however. Uganda through ongoing improvements in the Land Registry made a 7 points improvement from 156th position in the Doing Business 2009 Report to 149th.Also, Uganda made improvements in the tax paying system with traders spending less time paying taxes.
Government of Uganda through the CICS Secretariat has initiated a Doing Business reform programme to systematically implement measures that will improve Uganda’s rankings and eventually reduce the cost of doing business.
